Sixers needed to get under the cap to do this (and re-sign Spencer Hawes, for some reason) and so they Amnestied the 1yr, $18m contract of Elton Brand.

As a reminder, Amnesty can't happen until 7/11. Then Brand goes through regular waivers, if some team $18m under the cap wants to claim him. Then he goes to secondary waivers, where teams under the cap give a blind bid. On a one-year contract, you'd have to think even a team that's 'rebuilding' would be interested. New Orleans seems logical, for one.
