While GAR/PAX had the best record, the Heat had perhaps the most lucrative year in sales/merchandising and TV.
I think it fits.

Riley built the most talented team in the NBA even if they didn't have the best record
The Heat will likely win the championship this season, and many seasons to come. Riley laid the foundation for a dynasty.
Gar signed Boozer and may have destroyed Rose’s chance for a championship by doing so. Riley deserves the award.
