Gordon’s agent, Raymond Brothers, told Chicago management on Wednesday that he had an offer from the Pistons. Only, Brothers wouldn’t tell the Bulls how much Detroit was willing to pay.

They don't have to.
Did Detroit wait for the Bulls to make and offer before they “matched” it? Nope. You go after the players you want. The Bulls didn’t go after BG. They sat around twiddling their thumbs and are now putting on this “oh, that’s not fair” routine. Please. If keeping BG was their number one priority I doubt their methods will get them anything else on down their list either. When you have a FA you want you do everything you can to make them feel wanted. You throw out some numbers at 12:01. You don’t wait around for other people to make offers first.
Besides, all of fandom knew what the Pistons were offering. JR must not know what this newfangled internet thing is.

That's only if they wanted to keep him
but it seems they didn’t even care. If they really wanted him to stay they would have made an offer; even if it was for 8 or 9 mil. Just let him know this is what we want to pay you then if he gets a better offer then good for him.
