So his refusal to go over the lux tax and hold on for dear life after the championship team broke apart raking in more profit than just about all other owners is a big intangible criteria for being pretty bad.

But owning a team that dominated everyone for almost 8 years straight including 6 championships is pretty darn good criteria for being a good owner. So I would guess the chairman gets to be in the middle of the pack….

The article also mentioned being out of touch with the fanbase as consideration for being a bad owner…. I would say it applies here.
